It still can be read in the Google cache. It could really be a mere academic paper, I don’t know, but it doesn’t wear any academic reference. Only military build-up.

Chile signed a free trade agreement with Canada 12 years ago (and trade has increased by 226% during 1997-2007), while Colombia’s free trade agreement has been signed and will be voted on in parliament shortly… Peru signed a free trade agreement earlier this year and it became the law here 1.august.2009. Panama has finished negotiations and is moving forward with legal reviews now. Ecuador and Bolivia were mentioned as potential free trade partners in 2002?, but there seems to be no action currently being taken on this front with Canada. Brasil and Argentina are mentioned as potentially free trading nations in the future, but… no real mention of Venezuela and future trade. Since the failure of a world wide trade agreement, it does seem to be the route of the future, that many countries will sign agreements with a select few, and build on this.
